Through Baptism a believer professes their faith in Jesus Christ. Any who have called on the name of The Lord are instructed to obey this direct command from scripture.

In baptism, we publicly proclaim our belief in Jesus Christ. As we go down into the water, we identify with his death, and as we come back up, we identify with his resurrection. God commands this as a step of obedience for all believers, whether they have believed for years or they have just begun.
